I don't think that either Brigadier Gabbett of the Foreign Office or Mr. Griffiths of the Treasury can have seen the previous correspondence with Sir David Waley (see No.12 on 59015/1/45) about the question of applying for U.N.R.R.A. supplies for British territories. I would propose to draw attention to that correspondence when sending the draft telegram for their concurrence.
